Press Release: Governor Stein Signs HB 307 Into Law, Reviving Failed Death Penalty Policy

RALEIGH – Governor Josh Stein signed HB 307 into law today, a measure that revives North Carolina’s failed death penalty system and opens the door to gruesome new execution methods. The bill does nothing to prevent violence or address the urgent needs of communities – all while paving the way for racially-biased death sentences to be carried out.

HB 307 opens the door to brutal execution methods. Instead of investing in solutions that reduce violence, lawmakers have chosen to double down on a system that is racist, error-prone, and deeply unjust.

“HB 307 moves our state in the wrong direction,” said Noel Nickle, Executive Director of the North Carolina Coalition for Alternatives to the Death Penalty. “The way to build true safety is through mental health care, re-entry support, violence prevention, and strong resources for survivors and families. This bill ignores proven solutions and doubles down on a system that will never deliver justice or security.”

Despite today’s development, opposition to HB 307 revealed growing momentum against the death penalty in North Carolina. Courageous legislators voted against the bill, and thousands of community members spoke out to demand real safety solutions. 

NCCADP will continue working to ensure that executions do not resume in North Carolina. Likewise, NCCADP will push for policies that prevent violence before it happens, address racial bias in the criminal legal system, strengthen communities, and build a future where safety and justice are possible for everyone.

Last weekend we had the joy of spending the day at Last weekend we had the joy of spending the day at Second Chance Fest: Hope on Haywood. 

We loved reconnecting with Gene Ellison, who hand prints all of NCCADP’s t-shirts, and spending time with our friends at Deep Time (@deeptimeavl), a coffee roastery creating employment, support, and spiritual community with people impacted by incarceration.
